Gartner, the information technology research and advisory company, has completed its annual analysis of 30 countries to asses their capability and potential as offshore service locationsGartner’s Top 30 Report is used buy sourcing managers and service providers to determine which locations are right for their organizations. In 2010 , for the first time, Colombia appears on this Report; this is a clear demonstration of Colombia’s suitability for offshore outsourcing

The Report explains: “This year the Top 30 countries are exclusively “emerging” nations. As the pace of change is slower in developed countries, we have focused on those locations that are still maturing and developing, domestically and internationally. The aim of the report was not to rank each country, as each organization has a different view of which factor are most important for its needs".

The rating on the evaluation was based on 10 important  categories to consider when looking at a potential location for offshore or “nearshore” IT or business process services. Such criteria were the following: language, government support, labor pool, infrastructure, educational system, cost, political and economic environment, cultural compatibility, global and legal maturity, data and intellectual property security and privacy.
